Looks like you did not mention the parameter you have changed.
If it is a SAP parameter, you can check once with sappfpar check=<instance param.>, if that brings up any error.
The other thing is, please follow the SAP note Roman advised, and , bounce the windows server as Reagan has advised, if you believe an issue with shared memory; and if it does not work, we would like to see dev_icm and dev_disp trace files to check more.
Again, it looks ICM has some issues.
